Senior Technical Program Manager – Data

Job Summary

The Senior Technical Program Manager – Data is responsible for the delivery of Enterprise Data Factory used across multiple teams for analytics and research. This role will act as the product owner by developing a roadmap facilitate discovery and design sessions, document data flows, and the specific user stories and acceptance criteria so the data engineering team can successfully execute the vision. The Senior Technical Program Manager – Data will work closely with data modelers to implement and refine a healthcare enterprise data model that supports cancer analysis and research. This position will also interact with external customers regarding the timely receipt of external data on a planned schedule and to resolve data quality issues.

 

Responsibilities

Provide program leadership to elicit requirements, document data flows, and design solutions to meet internal analytics and research customer business needs to develop and operate a “Data Factory” that is of high quality and predictable (80%)

Collaborate effectively with clinicians, data scientists, data analysts, senior leadership, product managers, data engineers, and partners to elicit, discover, and document data requirements, data curation and ETL processes, user stories, and acceptance criteria

Oversee data governance and de-identification requirements and processes

Act as the product owner of the Data Factory and develop a roadmap with broad buy-in across all key stakeholders

Ensure the consistent and reliable delivery of data and analysis products to customers developed by the analytics and research teams

Facilitate discussions with cross-functional stakeholders to design practical solutions to data quality and consistency problems

Collaborate with company functional areas to document functional designs and seek feedback from stakeholders, peers, and data engineering team

Manage schedules, coordination of data engineering team, and report status across all team members and management

Contributes to the overall team effort, including Quality Assurance (10%)

Work closely with data engineers through the Agile process to turn designs into a working reliable data asset

Conduct sprint and feature reviews with stakeholders to ensure solutions meet stakeholder needs

Work effectively within an Agile team, including leading Scrum ceremonies such as standups, sprint planning, sprint reviews, and retrospectives

 

 

Also required for every job is participation in the Company’s Quality Management Program to improve processes and outcomes continually. This includes planning for improvement, process design, performance measurement, performance assessment, and performance improvement. (10%)

 

Job Requirements

Education: Bachelor’s degree or relevant experience required.

 

  1. Minimum of 5 years in an agile environment is required or relevant educational attainment required. Experience with Azure Dev Ops or similar tools for sprint planning and backlog management. Must be proficient with SQL. Must have deep experience understanding data schemas and models. Must have deep knowledge of healthcare data including healthcare coding systems. Proficient with documentation tools like Word, PowerPoint, Visio, and Confluence. Experience with data de-identification is a plus. .

 

Skills: Outstanding communications skills and the confidence and leadership to facilitate design sessions that build consensus and the drive to ensure delivery of the Data Factory as a key asset for the organization.

Systems/Tools: MS Office advanced.
